A meeting of business men was held last evening at tho Sir William Wulluce hall, resulting in the formation of a Victoria branch of tho Merohnnts' Uetail Commercial Agency of Chicago. There were about eighty persons present. Mr. C. E. Benouf was chosen to preside.

Care ia taken to give every dtbtor an opportunity to adjust or dispute his obligation. A board ia selected to exclude from the list of delin(|ueut8 all persona who manifcat a disposition to act honestly with creditora. A comjilete list of those who permit their iiidebledneaa to remain unadjusted after receiving the noticea of the agency ia to ho made, and each member .^grees, under a penalty of twenty dollars, to refuse credit to these until they shall be reported as not delinquent. These lists are furnished each merchant privately aa a guide to credit, and are revised every sixty days.

The list of members wac read and showed a combination of eighty-live of the principal firms of Victoria, The list being declared aatisfastory by unauimoua vote, the constitution ot the Agency waa adopted by sections and a committee of three on permanent organizition was appointed, con-aiating nf R H. Jamicson, Dr. T. J. Jones and J. Jnhnaton, who reported for permanent oili;urs the following nuniea :

Krakine, C. E. Renouf. J. Johnston. Dr. A. C. West,Geo. R. Jacksonand E. Morrison. The report waa accepted and the eentlemen named declared the permanent officers of the branch.

Lo>'DOK, April 17,—There waa an interesting scene in the House of Commons today, when James Shanks, Lord' Mayor ot Dublin, and W, J. Doherty, High Sberill of Dublin, appeared at the Bar of the House of Commons in their robea of office and presented a petition from the Corporation of Dublin in favor of the bill to establish Home Rule in Ireland. The distinguiabed peti-tionerfl were received with the honor clue to their station, the corporations of London and Dublin having the right to petition Parliament without the intervention of a member of Parliament.
